Angela Turi assists private companies and public bodies in all matters concerning the tender procedures for the award of public service, works and supply contracts, including concessions for public works, services, and project financing. 

In recent years she has gained specific experience in consulting and assistance to public administrations in the processes of privatization, the sale of shareholdings in companies and / or the establishment of public / private joint ventures, as well as publicly owned and in-house providing companies operating in the local public services sector.

Angela also assists private companies in the acquisition of public administration holdings in companies and/or privatization procedures.

She carries out her activities in all phases of the tender procedure, in the proceedings before the independent administrative authorities (Anticorruption A.N.A.C. and Competition and Market A.G.C.M.) and has gained extensive experience in administrative and civil litigation.

Core experience and skills

Angela has been a member of the Bar since 2011 and has always worked in the field of administrative law, beginning her career in Rome at a law firm operating in the public procurement sector and continuing her professional experience in Milan, at a leading law firm in the construction, urban planning, trade and competition protection sectors.

She also carried out an internship in Rome at the Competition and Market Authority – Directorate for Legal Affairs and Litigation – investigating antitrust law and issues relating to unfair commercial practices and consumer protection.

Since 2014 Angela has collaborated with the Merani Amministrativisti and regularly deals with public procurement and concessions, public companies and in-house providing.

She provides ongoing assistance in the daily management of problems related to public procurement and concessions, providing assistance both to public bodies for the drafting of tender documents (tenders and specifications) and to economic operators, supporting them from the preparatory phase of the procedure to the stipulation and performance of the contract.

In recent years, she has developed particular experience in consulting for public administrations in the privatisation processes and/or the establishment of mixed public/private companies through public tenders, also offering support in the preparation of corporate documents (amendments to company statutes; preparation of shareholders’ agreements) as well as in the resolution of issues connected with the in-house provision of local public services.

She also assists private companies in the preparation of offers in privatisation procedures, the sale of public shareholdings or so-called “dual object” tenders. 

She regularly assists in appeals to the Regional Administrative Court (TAR) relating to tenders and civil litigation and has experience in sanctioning proceedings before the Anticorruption Authority (A.N.A.C.) and the Competition and Market Authority (A.G.C.M.).

Angela has a good working knowledge of English.
