Carlo Merani is the firm’s name partner. Until 2001 he worked as a partner of the Ludogoroff law firm in Turin, where he specialised in the sectors of public contracts, urban planning and cultural and environmental heritage. He then continued his business at Allen & Overy, where he remained at the helm of the administrative law team of the Turin office until October 2004. This collaboration allowed him, among other things, to gain significant experience in the procurement sector, including at an international level. After having been responsible for the administrative law sector of the law firm of prof. Marino Bin of Turin, he founded Merani & Associates with some colleagues in 2007. The firm took on the name of Merani Amministrativisti in January 2022.
Carlo Merani carries out consultancy activities in the construction of major works and urban transformation interventions. He provided assistance, both in the phase of choosing the contractors and in the execution of the works, in carrying out the interventions necessary for the 2006 Turin Winter Olympic Games. Further legal assistance has been in the environmental monitoring for the construction of the bridge over the Strait of Messina, in the construction of plants and buildings in the railway, energy, tertiary, cultural and sports sectors, as well as in procedures and public-private partnership agreements (project financing, construction concessions and management, service concessions, reliance contracts).
He has acquired sound experience in consulting for publicly held companies operating in the public services sector, assisting administrations in the processes of privatization, sale of shareholdings and/or the establishment of mixed public/private companies through tender procedures. He has also assisted private companies in the preparation of offers for the acquisition of public shareholdings or so-called “dual object” tenders.
He is the legal reference for numerous bodies and foundations operating in the field of cultural heritage management, in which he has gained extensive experience – with particular reference to mixed public-private management models.
In the judicial sector, he provides assistance in proceedings before the Regional Administrative Court (TAR) and the Court of Appeal (Consiglio di Stato), further to the Corte dei Conti that judges about public officer’s accounting liabilty. He also has lengthy experience in the field of civil litigation and contract arbitration, both public and private, and concessions.
He regularly participates as a speaker at conferences and seminars on public contracts and administrative justice. He is also the author of numerous articles and commentary in the field of public contracts.
He has good knowledge of English and Spanish.
